Step-by-step guidance on how to gather and evaluate data and to subsequently develop a five case model business case for service changes that include the introduction of weekly food waste collections from households.

As part of wider stakeholder engagement with local authorities, officers have informed WRAP that they would find a guide useful as a business case is particularly important in the public sector where initiatives are taxpayer-funded.  

The aim of this guidance is to assist local authorities in undertaking most of the business case development work ‘in-house,’ thereby enabling them to avoid external costs associated with what, in most instances, should be a relatively straightforward business case given that the collection of food waste is now a statutory requirement, and local authorities receive New Burdens funding from Defra to implement the change.  

The guide aims to support the development of business cases to deliver changes to existing kerbside collections and associated downstream collection infrastructure. It has been designed to be used by local authority waste and recycling officers as well as supporting functions such as finance and procurement teams.  

A business case template document in word accompanies the guide and is available to be downloaded and amended as required.
