Launched in 2012, the Sustainable Clothing Action Plan 2020 Commitment (SCAP) set out to radically reduce the carbon, water and waste impact of the UK clothing and textiles industry. At the time, the industry was crying out for a force which would unite brands and retail signatories with the charity sector and recyclers to tackle the environmental costs of clothing.

Oldham Council experienced high levels of contamination in its household organic waste collection service. On review the contamination was due to plastic bags being used by households to contain food waste for recycling instead of compostable liners.
