A free of charge tool for local authorities to complete their written assessment in line with Simpler Recycling legislation.

About eTEEP

WRAP has developed the eTEEP* tool to support local authorities with the completion of a written assessment using pre-populated, standardised data from WRAP’s LA Portal.

Simpler Recycling legislation requires local authorities to collect, as a minimum, paper and card separately from other dry recyclables (plastic, metal and glass) unless it is not technically or economically practicable or there is no significant environmental benefit. A written assessment is required where one or more of these apply.

The eTEEP tool is supported by Defra. While using the tool is not compulsory, local authorities must ensure that any written assessment conducted without the tool's outputs and data meets a comparable evidential standard that satisfies the Environment Agency.

Section 45AZD Environmental Protection Act 1990 states that: 
Waste collectors are required to prepare a written assessment where two or more recyclable waste streams are collected together. The Separation of Waste (England) Regulations 2025 provides an exemption where any combination of metal, glass and plastic are collected together.

How it works

  • Data security: the multi-factor authentication process for eTEEP ensures your individual LA's data remains secure.
  • Save and download: Work through the tool section by section, saving your progress as you go. Once completed, download a report to support your decision-making.

What if my LA already collects recyclables separately?

A written assessment is not necessary where a Council already collects from the kerbside all recyclable household waste outlined in The Separation of Waste (England) Regulations 2024 either separately or, as a minimum, paper and card collected separately from metal, glass and plastics.

How do I get an eTEEP account?
  1. Firstly, you will need to register to get an LA Portal account.
  2. Once you have done this or if you already have an LA Portal account, please email [email protected] to register your interest in getting access to eTEEP. Please note, access to the eTEEP tool requires authentication so we can track access to different parts of the Portal to protect LA data. The authentication process is manual so your patience at this time is appreciated.
  3. Once you have been provided access, you will receive an email from [email protected] and will be able to see the eTEEP tile in the LA Portal.
